Leighann Owens
VICE PRESIDENT OF HUMAN RESOURCES
Responsible for leading global HR operations for a workforce of over 1,200 employees across four continents. She oversees the full spectrum of human resources functions, including talent acquisition, employee relations, workforce mobility, organizational development, compensation strategy, and compliance. Under her leadership, the HR team delivers scalable strategies that align with organizational goals and support mission readiness.
With more than 15 years of experience in the government contracting (Gov/Con) sector, Ms. Owens has led enterprise-level initiatives in IT, construction, and logistics for organizations such as Computer World Services and 22nd Century Technologies.
She is known for delivering results in complex, high-stakes environments and has successfully managed multi-million-dollar projects across both CONUS and OCONUS operations.
Ms. Owens established Intrepid’s Global Mobility Center (GMC), a critical capability that supports rapid workforce deployment and crisis response. During the COVID-19 pandemic and the Afghanistan drawdown, she spearheaded enterprise-wide systems to coordinate medical evacuations, streamline personnel tracking, and support operational continuity.
A collaborative and forward-thinking leader, Ms. Owens is trusted for her ability to navigate evolving workforce needs, drive sustainable growth, and lead diverse teams with agility. She holds a TS clearance and earned her undergraduate degree from Marymount University.
