A rapid response contingency contract mechanism that uses pre-qualified vendors via fixed price or cost reimbursement task orders to provide U.S. Government entities a cost effective, yet highly responsive solution to meet urgent mission requirements. AFCAP is designed to leverage the use of the private sector to serve as a force multiplier to augment military resources and provide rapid design/construction, service contracts, and/or logistics/commodity solutions in support of contingencies.
Provides a wide range of logistical and operational support services to U.S. Department of State facilities and other U.S. Government facilities overseas. The scope encompasses program management, procurement of critical items, life support services, logistics services, operation and maintenance services, and construction and renovation projects. Task orders under this vehicle focus on supporting U.S. diplomatic missions in various countries, with particular emphasis on high-threat contingency environments. Services delivered include food service, facility maintenance and repair, operation of man camps, sewage and plumbing operations, property leasing and refurbishment, travel services, and personnel insurance.

CHESS provides a no-fee, flexible procurement strategy through which an Army user may procure commercial-off-the-shelf (COTS) IT hardware, software, and services via an e-commerce (IT e-mart) based process.
